For many people with MS, Personal Independence Payment (PIP) helps cover the extra costs that make day-to-day life possible. It helps with things like getting washed and dressed, preparing food, and staying connected with friends and family.

A broken PIP system

But too often, the PIP system doesn’t reflect the reality of MS.

The system often relies on snapshots that miss how MS symptoms fluctuate. And it doesn’t reflect how mobility changes over time. People with MS tell us they have to go through repeated assessments for a condition that isn’t going away.

People are often left feeling like they have to repeatedly prove the impact of their MS. They’re put through a process that feels exhausting, uncertain, and at times distressing. When PIP fails, it isn’t just financial support that’s lost, it’s independence.

The government’s review of PIP

Right now, we have a real opportunity to change this.  

A review of the PIP assessment was announced in the government’s Green Paper last year. The government also proposed to cut disability benefit cuts, including PIP.  

Thanks to campaigning together with hundreds of thousands of disabled people, we protected PIP from cuts. Instead, the government promised to deliver a review of PIP before making any changes. 

The Timms Review is the closest we’ve come in over a decade to meaningful reform of PIP. It’s a moment where change is on the table - and where the government is actively listening.

Over the past year, people with MS have helped shape a set of practical changes that would make PIP fairer and more reflective of real life. Our recommendations include:

  • a system built on dignity, fairness, respect, consistency and transparency 
  • better recognition of fluctuating and invisible symptoms, so assessments reflect the reality of MS 
  • scrap the 20 metre rule. And instead introduce mobility assessments that better reflect the reality of daily movement and independence for people with MS 
  • ending unnecessary reassessments for people with long-term, progressive conditions like MS
