What is the Blue Badge Scheme?

The Blue Badge Scheme gives parking concessions to certain disabled people by allowing them to park close to shops, public buildings and other places they may wish to visit.

The scheme allows a vehicle displaying a valid badge in the correct place and driven by a disabled person, or with a disabled person as passenger, to park:
  • without charge or time limit in streets whether otherwise waiting is allowed for only limited periods;

  • for a maximum of 3 hours in England and Wales or without any time limit in Scotland on single or double yellow lines.


How do you get a Blue Badge?

To qualify for a Blue Badge, you must be aged two or over, and:
  • receiving the higher rate mobility component of disability living allowance; or
  • getting war pensioners' mobility supplement; or
  • be registered blind; or 
  • drive regularly, and have a severe disability in both arms so that you cannot turn a steering wheel by hand (even if the wheel is fitted with a turning knob); or
  • have a 'permanent and substantial difficulty which causes inability to walk or very considerable difficulty in walking'.
 

What can you do if you are refused?

If your local authority refuses to issue a badge, you have no formal right of appeal. You can however, see if your local councillor or local disability group or advice agency can help change their mind.
